Don't sell these, representing them as genuine lottery tickets. I'm sure it would be illegal to do so, representing them as actual lottery tickets, but blithely leaving one behind somewhere, or otherwise planting it is the best method. The victim naturally will scratch the ticket ("...of course I must see if it's a winner before returning it to it's rightful owner. Who'd want to return a losing ticket to somebody" is how they'll justify it) and make an utter goof of him or herself!

This gag is GREAT for workplace desk snoops! The snoops steals it, sees the big jackpot, rants and raves while pouring hot coffee on the boss, them mooning everybody, only to find out that, OOPS! Need that job after all!
